Capt Russ R. Lacey CD 


Major Russ Lacey was born in Fort Churchill, Manitoba on 12 August 1952. He was a cadet with 2589 Churchill Legion Cadet Corps attending summer camps in both Vernon and Petawawa. In 1971 he received the award as Top Master Cadet in Manitoba Northwestern Ontario and as a result had the opportunity to spend the summer in the Caribbean on an exchange with the Barbados Regiment.

Major Lacey attended University of Manitoba in Winnipeg prior to moving to BC in 1974. He later returned to Manitoba and ran the family farm for several years. He attended Certification Courses in Farm Management at University of Brandon and later in Personnel Administration and Labour Relations at BCIT.

In 1980 he again moved to BC and was employed in the Construction and Land Development Industry, first as an Engineering Technician and then as a Project Manager. He became a certified SCUBA Instructor with the Professional Association of Diving Instructors and for a time owned and operated his own SCUBA Training Business in Powell River BC.

Major Lacey was commissioned as an Officer with the Cadet Instructor Cadre in 1986 after serving for two years - first as a Civilian Instructor and then Officer Cadet - with 2781 Royal Canadian Army Cadet Corps (RCACC). He has served as Commanding Officer of 2290 RCACC, 1922 RCACC and 2827 RCACC. He also served as a member of the Directing Staff at Regional Cadet Instructor School (Pacific) and as Area Cadet Officer (Land) for Pacific Region.

Major Lacey has held various positions at Vernon Army Cadet Summer Training Centre including Chief Instructor/ Training Officer 1991-1993. He was Commandant of the Royal Canadian Army Cadet National Large bore Shooting Team (“the Bisley Team”) 1994-1995. The Bisley Team competed in International Competition in Canada and the United Kingdom and enjoyed the opportunity of touring in both England and France.

Major Lacey served as Staff Officer 3 Personnel Administration and Human Rights Coordinator for Pacific Region Cadets 1995-1998. He was appointed Staff Officer 2 (Land) and Staff Officer Vernon on 1 September 1998 and in the course of his duties he served as Deputy Commanding Officer of Vernon Army Cadet Summer Training Centre in summer of 1999.

Major Lacey was married to Evelyne Perrouault in June 2000. Evelyne Lacey was and still is an Officer in the Cadet Instructor Cadre. She is currently the Commanding Officer of 2289 RCACC.
